The fourth floor altered the arithmetic of every plot in DLF Phase 1 to 5. Who gains, which NOCs matter, and what buyers should check.
For years the arithmetic of a plot in Phase 1 to 5 was land plus three saleable floors. When Haryana permitted a fourth dwelling floor over stilt parking, every plot quietly repriced. It moved land values by double digits where building is easy.
The policy has moved in stages, with suspension, court attention and revised conditions. What matters to a buyer today is not the history but the file.

Three questions
Is the sanction clean, showing the stilt and all four floors as approved? Do the required consents exist in the file? And does each floor carry its own separately registered title and land share? The best floors trade like flats in a good building: clean, divisible, bankable.
The fourth floor made plot owners richer overnight and careless buyers poorer later, when the consent they never checked came back to bite.
My rule is boring and it works: no sanctioned plan, no deal.
